Annual Reviews

Find out what to do if you receive a Council Tax review letter, including Single Person Discount and occupied property reviews.

Under Section 14 of The Council Tax (Administration and Enforcement) Regulations 1992 the local authority is required to regularly review our records, including discount and premiums to ensure the correct charge is being applied.

Reviews include making sure that a single person discount (25%) is being claimed correctly, as well as checking property that is shown on our records as occupied by more than one adult.

Single Person Discount (SPD) Review

We have contracted Infoshare+ to carry out a full review of our Council Tax single person discounts as a way of increasing our efforts in identifying fraudulent behaviour. 

In Torbay, there are around 24,000 people receiving a 25% single person discount, so we are comparing records to check the validity of these discounts by using intelligent data matching.

Residents found to be receiving a discount they are not entitled to will:  

  • have the discount stopped  
  • have the discount backdated as far as the evidence supports 

To falsely claim a discount is a criminal offence which could lead to prosecution, or imposition of a civil penalty. 

If you missed the deadline to respond and have had your discount removed, you can use the re-apply form to request the discount is reinstated.

Occupied property review

We have contracted Infoshare+ to carry out a full review of property occupied by two or more adults to ensure that the correct amount of Council Tax is being charged, which will help identify and prevent fraudulent behaviour through the use of intelligent data matching.

Property identified as not the main residence of the Council Tax charge payer  will:  

  • have the occupied charge amended to show the property is vacant and unfurnished with the relevant empty premium applied, or
  • have the occupied charge amended to show the property is vacant and furnished with the relevant empty premium applied.
  • have the charge backdated as far as the evidence supports
