Single Person Discount (SPD) Review

What to do if you have received a SPD review letter.

We are carrying out a full review of our Council Tax single person discounts. We are increasing our efforts to identify fraudulent behaviour. 

In Torbay, there are currently around 24,000 people receiving a 25% single person discount. 

We are comparing records to check the validity of the discounts awarded. We are doing this by using intelligent data matching. This means we do not need to contact all 24,000 households. 

Residents found to be receiving a discount they are not entitled to will:  

  • have the discount stopped  
  • have the discount backdated as far as the evidence supports 

To falsely claim a discount is a criminal offence. You may be liable for prosecution, or we can impose a civil penalty. 

If you missed the deadline for response and have had your discount removed, you can use the re-apply form to dispute this.

  • What to do if you receive a review letter about your single person discount. Please tell us your current circumstances so we can update our records. 
  • The quickest and easiest way to complete the review is online. You will need your unique PIN, Council Tax account number and postcode. You can find all this information on the letter or email we have sent you. 
  • If you receive single person discount but have not received an email or letter. The screening process found no issue with your single person discount status.  We are satisfied you are currently entitled to single person discount.  If this is wrong, contact us.
