Traffic Regulation Orders (TROs) are made to control the flow of traffic and make sure that people park safely and conveniently. They can only be introduced following the appropriate legal process.
The following TROs are currently being proposed in Paignton:
Paignton Amendment Order No1 2026
- Locations included: Blatchcombe Road, Broadsands Park Road, Manor Crescent, Torquay Road, Upper Manor Road.
- Current status: Notice of proposals advertised on 19 February 2026, closing date for objections to be received by Torbay Council is 11 March 2026.
Paignton Amendment Order No3 2025
- Locations included: Davies Avenue, Gibson Road, Hennock Road, Roselands Drive.
- Current status: Notice of Making advertised on 5 March 2026, Order to become effective as of 6 March 2026.
Paignton Temporary Orders (various) (Morin Rd area and Kings Road) 2024

- Current status: Notice of Making advertised on 11 December 2025, objection or comments by the 8 January 2026.
Objections or support
If you would like to object to, or support the above proposals you must write to the address specified in the Notice of Proposals for the proposed TRO. They must be received by the date specified.
Substantial objections or contentious issues are then reported to the Transport Working Party Committee for their consideration. When considering the objections the committee must decide
- to proceed with the scheme as advertised,
- modify the scheme, or
- abandon the scheme.
