Victoria Centre Development Brief

This development is one of many town centre projects. These developments are vital to the success of regenerating Paignton's town centre. 

This brief is a framework for the residential development of the site on Garfield Road. A four storey car park dominates the existing site. It is next to to the wider shopping centre and a second multi-storey car park. Demolition of the existing car park will allow redevelopment of the site.

The purpose of this brief is to: 

• speed up delivery of new homes on the site 
• establish the principle of residential development 
• secure community support 
• as an adopted planning document, provide more clarity and certainty for a developer
