Since May 2019, we have a Leader and Cabinet system to run our services. At the local elections in May 2023, the Conservative Group took overall control of the Council.
What the Cabinet does
The Cabinet makes many day-to-day decisions. It also makes proposals for the Council’s budget and main policies (known as Policy Framework documents).
When making proposals, the Cabinet considers the views of:
- the Overview and Scrutiny Board
- its sub-boards
- key stakeholders
- the people of Torbay.
Once the Council agrees the budget and policies, the Cabinet puts them into action. It also carries out all Council functions that are not legally assigned to another part of the Council.
Setting priorities
The Cabinet leads on setting our main priorities. It works with the Overview and Scrutiny Board and other relevant people to do this.
To meet the needs of the area, it also works closely with:
- local public organisations
- businesses
- voluntary and community groups.
