Torbay Road and Station Square

Find out more about the work we are doing to regenerate Torbay Road and Station Square in Paignton.

Torbay Road and Station Square are some of the most popular areas in Paignton. The area has good transport links and is the social hub of the town but needs investment.

We have used £3million of the Future High Streets Funding to make improvements to Torbay Road and Station Square.

We’ve been working with and listening to the community since 2015 to develop plans for the area that will:

  • Provide a pleasant town centre space that reduces traffic, congestion, and pollution
  • Improve pedestrian areas, and better connect the town centre through to the seafront
  • Deliver much needed high-quality public realm improvements
  • Create more social spaces for the community and visitors

Project timeline

This project is well underway. It builds on the work done in 2018 and 2019 following engagement work.

In February 2022 we put forward three design ideas for your views:

  • Full pedestrianisation of Torbay Road
  • Partial pedestrianisation with limited access westbound along Torbay Road
  • Partial pedestrianisation with one way traffic along Torbay Road

The outcome of the consultation showed overwhelming support for the full pedestrianisation of Torbay Road.

Scheme development timeline

  • Local Plan 2012-2030 (refreshed in 2015)
  • Paignton Masterplan refresh (2015)
  • Paignton Neighbourhood Plan (2019)
  • Station Square stage 3 design concept work finished following engagement (2019)
  • Torbay Road initial ideas prepared to support the Future High Streets Fund bid submission (2020)
  • £13.36million secured from the Future High Streets Fund (December 2020)
  • The Neighbourhood Forum and Community Partnership meeting saw the ideas for a combined Torbay Road and Station Square scheme (July 2021)
  • Workshop with the Paignton Town Centre Community Partnership (August 2021). Review of the opportunities, risks and thoughts on the options including partial and full pedestrianisation of Torbay Road.
  • Talks with key transport and bus operators (October and November 2021)
  • Another workshop with Paignton Town Centre Community Partnership. Reviewed and talked about six movement scenarios (January 2022)
  • Three scenarios taken forward for development and consultation (January and February 2022)

We expect works to start during the autumn of 2022 and be complete by the summer of 2023.

In July 2023 a revised scheme is being implemented on Torbay Road to balance the needs of:

  • businesses
  • pedestrians
  • motorists
  • event organisers
