We are introducing Personal Transport Budgets (PTBs) in September 2026 for eligible post-16 learners.

We are carrying out an engagement to gather feedback on the new Personal Transport Budgets Policy from Monday 15 June 2026 to midnight on Sunday 12 July 2026.

This is a new flexible option for some learners to travel from home to their place of learning.

Who Personal Transport Budgets (PTBs) are for 

A learner may be eligible for a Personal Transport Budgets if they:  

  • Are aged 16–25 and in full-time education or training 
  • Reside within the local authority area 
  • Attend their nearest appropriate education provider 
  • Have an assessed need for transport support (including SEND where applicable) 

This includes children and young people educated otherwise than at school (EOTAS). 

Priority will be given to learners who: 

  • Have an Education, Health and Care Plan (EHCP) 
  • Cannot reasonably access public transport independently 
  • Live beyond a reasonable walking distance 

A PTB will be offered as transport support for post 16 learners where it is assessed to be  

  • Safe and appropriate for the learner 
  • Cost-effective compared to commissioned transport 

The local authority will actively offer PTBs as a first option where suitable. 

Personal transport budgets are not an entitlement and are assessed case by case.

What PTBs are 

A PTB is a financial allowance paid to an eligible learner or their parent/carer to make their own travel arrangements to and from an education or training provider. This is instead of using transport arranged by the local authority. 

The PTB can be used flexibly, including for: 

  • Mileage costs for parent/carer transport 
  • Fuel, vehicle running costs, or taxi arrangements 
  • Public transport fares 
  • Independent travel training support 

There is no requirement to submit receipts, but the authority reserves the right to request evidence of attendance. 

When a PTB will be offered 

Personal Transport Budgets will be offered where: 

  • A parent/carer is willing and able to transport the child.  
  • A bespoke arrangement better meets the child’s needs.  
  • Journey times can be reduced.  
  • It supports attendance, wellbeing, or independence.  

When a PTB will not be offered 

Personal Transport Budgets will not be offered where:  

  • The arrangement is unsafe or unsuitable.  
  • The parent/carer cannot meet the child’s needs.  
  • It is not cost-effective.  
  • Transport is not the Council’s responsibility.  

How PTBs are calculated  

The PTB will be calculated using a transparent formula, which may include: 

  • Distance between home and education setting 
  • Number of journeys per week 
  • A standard mileage rate (April 2026 HMRC advisory rate 55p per mile) 
  • Any additional support needs 

The authority will publish its calculation method annually. Families are still able to apply for support from bursary funds available.  

How payment will be made 

  • Payment are made monthly, termly, or as agreed.  
  • The payment is conditional on attendance, safety, and compliance with the Personal Transport agreement.  

Conditions of use 

  • A formal written agreement sets out responsibilities, conditions, and review arrangements.  
  • The Council may amend, suspend, or withdraw payments if conditions are not met.  

How PTBs will be monitored and reviewed 

  • Personal Transport Budgets are reviewed annually or when circumstances change.  
  • The Council monitors attendance, suitability, and value for money.  
  • Parents/carers may request a review or use the Council’s complaints process.

Why a PTB can be a good option: 

  • You are more in control of your day   
  • You can learn important life skills (like planning journeys and managing time)   
  • You can build confidence travelling   
  • Your journey can be more flexible and suit your needs   

 Being more independent also means:   

  • Having a plan for getting to your place of learning every day   
  • Thinking about what happens if something goes wrong (like delays)   
  • Making sure your travel is safe and reliable

What if my car breaks down?  

You should have a backup plan where possible and contact the council if there are ongoing issues.  

Can I change my mind?  

In many cases, yes — speak to the Council.  

Do I have to take a Personal Transport Budget   

No — it is one option available to eligible families.  

Will this affect my benefits?  

Personal Transport Budgets are generally not considered income but check if you are unsure.
