Parking suspensions

Find out how to apply for parking suspensions in Torbay.

A parking suspension allows you to temporarily restrict parking on a specific park of a road. You can request a suspension:

  • to prevent all parking
  • to reserve parking on a specific section of the road

Common reasons for parking suspensions are:

  • building or construction work
  • utility works on the highway
  • home removals
  • on-street events

We can only suspend parking on areas of highways where there is already an active parking restriction.

Signage

We create and put up temporary signage for the parking suspension. The signs explain:

  • where exactly the parking suspension is
  • when the suspension starts and ends
  • the reasons for the suspension

The Department for Transport needs to approve the design of the signs. We will put the signs up at least 7 days before the suspension starts. They will stay in place for as long as the suspension lasts.

Enforcement

We cannot guarantee that a parking suspension will stop everyone from keeping clear. We can issue penalty charge notices (PCNs) to any unauthorised vehicles parked in a suspended area.

We cannot remove parked vehicles from an active parking suspension.

Fees

Implementation cost

There is a cost for implementing the parking suspension. This charge covers:
  • producing the parking suspension signs
  • putting up and removing the signs
  • the Civil Enforcement Officer's time spent enforcing the suspension

We will calculate the exact cost after we receive your application.

Parking suspension cost

Fees depend on:

  • the reason for the suspension
  • how many signs we need to put up
  • the duration of the parking suspension.

The fees are set annually in the Councils Fees and Charges document. They are non-negotiable.

How to apply

You will need to submit a printed map that includes:

  • road names
  • the event location
  • all proposed areas of parking suspension.

When to apply

We need to receive all requests for parking suspensions at least 6 weeks before the proposed start date.

Payment

You must pay all charges before we set up the parking suspension.

If we do not receive the full payment at least 2 weeks before the suspension start date, we may cancel the suspension.

What happens next

Once we receive your application, we will calculate the full cost of setting up the parking suspension and send this to you. You can then decide whether you want to go ahead with the parking suspension.

We won't send you an invoice before you agree to the costs of the suspension.
