An update on plans for a new countryside permit
We are consulting on plans to introduce a new countryside permit from May 2026.
The permit, which has been proposed in response to feedback from our communities following the closure of the Torbay Coast and Countryside Trust (TCCT), is aimed at making it easier for residents to enjoy some of Torbay’s treasured green spaces and supporting local businesses in these areas.
The proposed permit would cost £85 for one year and could be used in six of our countryside car parks including:
We are required to follow a specific process before we can introduce a new permit. Subject to successful completion of this process, we expect that the new permit would be available to purchase on our website from May 2026.

Unfortunately, whilst we are still within the consultation period, we cannot answer any specific questions about the implementation of the new permit.
We will share further information on our website, on social media and in our newsletters as soon as we are able to.
Whilst we consult on plans for the new countryside car park permit, we can confirm that we have temporarily extended our agreement to honour valid, existing TCCT car park permits in former TCCT car parks until Saturday 2 May 2026 - at no additional cost.
Signage in these car parks is being updated to reflect this.
This means that former TCCT members can park in the following car parks without needing an additional ticket:
After Saturday 2 May 2026, they will need to buy an appropriate Torbay Council permit or pay as usual at the car park.
