Find out specific information, that is available, on Torbay Coast and Countryside (TCCT) liquidation.
On Friday 24 October 2025, we were advised by the Torbay Coast and Countryside Trust (TCCT) that the Trustees had taken steps to put the company into creditors’ voluntary liquidation. Liquidators were appointed to oversee the responsible handling of the Trust's assets which include Occombe Farm, Cockington Country Park (does not include Cockington Court) and Berry Head National Nature Reserve.
You can read our full response to the closure on our website.
We have been advised that the TCCT will formally enter liquidation this week (the week commencing Monday 8 December 2025).
It follows the announcement in October that the trustees of TCCT had made the decision to place the company into voluntary liquidation.
Now that notice of formal liquidation has been received, we have reached an agreement with appointed liquidators, PKF Francis Clark, to take back, and resume management of all the land and buildings owned by the council and previously leased by the Trust.
This agreement is a vital step in securing the long-term future of these cherished spaces, ensuring they remain well cared for and protected for residents and visitors to enjoy.
We are now preparing to assume responsibility for these areas, along with SWISCo, who will be responsible for the day-to-day management of the green spaces and ensuring that they remain well maintained.
Due to the complex process for liquidation, this will not be immediate and until then, responsibility remains with the liquidators PKF Francis Clark. Specific arrangements for individual sites and services will be confirmed as further information becomes available.
The liquidation process is still ongoing and is incredibly complex. Although we are preparing to take back and resume management of these spaces and buildings, we cannot do anything until formal liquidation is announced (please see statement above).
After that point, the process for us to resume management will not be immediate, and the arrangements and timelines may vary between the different areas.
We would like to assure you that we are working closely with the appointed liquidators, partners and stakeholders as we manage this transition process, recognising the importance of these green spaces to our communities.
More information and updates will become available as the process unfolds, and we will share them as soon as we are able to.
We appreciate that the closure of the Trust will have a wide-reaching impact on our residents and visitors, and that many in our community will have questions and concerns.
When formal liquidation has been announced and we have started to assume responsibility for these spaces, we will publish a question page with further information and relevant contact details.
The appointed liquidators have also published information on their website, including additional information for members, donors and supporters of TCCT.
