Libraries

Who manages our libraries, what services are available online and where you can go to learn more.

We have four libraries in Torbay. In April 2018 we commissioned Libraries Unlimited to manage our libraries. Whilst they operate the service, we retain legal responsibility. This is to ensure it remains efficient and comprehensive.

On top of the traditional book lending service, our libraries have a range of other services including:

  • Computers, IT and WiFi Printing - All of our libraries offer free computer use, plus free Wi-Fi and scanning.
  • An extensive free eLibrary. You can find eBooks, eAudiobooks, eMagazines, newspapers and magazines
  • Activities, Events & Resources for Children. We offer free activities for children throughout the year including Bounce and Rhyme for babies and toddlers, and reading challenges for children of all ages
  • Young people’s services and inclusion services for disadvantaged people.
  • Community events and festivals. These include Agatha Christie celebrations, the Summer Book Quest, author talks, and music and theatre.
  • The Business & IP Centre in Paignton provides support to business owners, entrepreneurs and inventors. This is in partnership with the British Library.
  • Meeting room hire and grant-funded opportunities.

Info Zones

Info Zones are available within the library buildings in Torquay, Paignton and Brixham. Here you can submit all forms, information and evidence for the attention of all Torbay Council services. You can do this quickly, conveniently and securely.

Torbay Register Office

Our registrars are based at Paignton library and information centre. Here you can register a birth, arrange a ceremony, apply for a certificate or tell us someone has died.
