Fleet Walk is a unique and defining part of Torquay’s high street. With open facades onto Fleet Street and direct, seamless connection between the town centre, seafront and harbourside, it plays a pivotal role in the town’s retail and visitor experience.
We are working together with Milligan, the Strategic Asset Manager of Fleet Walk, to unlock the centre’s full potential — enhancing its performance, strengthening its role in the town centre, and elevating the retail and leisure experience in Torquay for both residents and visitors.

Work on the escalator that serves Sports Direct and the gallery (escalator three) started on Monday 5 January 2026 and is due to be completed by Saturday 21 February 2026.
It will include a full mechanical overhaul and specialist refurbishment of all the major components. The escalator is expected to return to service immediately once the work has been completed.
The next phase of work will focus on repairs to Lift seven which is situated towards the harbour end of Fleet Walk and serves all levels of the car park, the gallery, and Fleet Street. Repair work on the lift is scheduled to begin in March, and further information will be available nearer the time.
These essential repair works will help to ensure accessibility for all levels.
Step free/wheelchair access to all floors is currently not possible.
Whilst work is in progress, the following measures are in place to maintain safe and accessible access to both Fleet Walk and the adjoining multi-storey car park where possible:
We have recently updated and significantly improved signage throughout both the shopping centre and car park.
Alongside ongoing lift and escalator repair work, plans are also being developed for a wider programme of investment across the Fleet Walk site. This will include looking at the other sets of escalators and lifts, as well as improvements and maintenance to the car park and overall fabric of the building.
An independent specialist has also been appointed to carry out an access and movement review, which will assess future needs and compliance, as well as ensure safe and efficient connection across all levels. It may also inform future changes to the lifts and escalators.
The work will ensure the centre achieves compliance and connectivity in the short term, while also supporting a long-term approach that is reliable, meets regulatory requirements and improves visitor experience.

Don’t forget that there are reduced off-season parking charges available at Fleet Walk between 1 November and 30 April, allowing visitors to park for up to 4 hours for just £2.
We introduced these changes as part of a new, simplified seasonal flat rate tariff structure in response to feedback from local town centre and harbourside businesses.
