1. Purpose

This policy sets out the framework for offering a Personal Transport Budget (PTB) to eligible post-16 learners and children who are EOTAS to support access to education and training. The aim is to provide flexible, cost-effective, and person-centred transport solutions that promote independence, choice, and inclusion. 

2. Legal Context

This policy is issued in line with duties under: 

  • The Education Act 1996 (as amended) 
  • The Education and Skills Act 2008 
  • Statutory guidance on post-16 transport to education and training 

Local authorities must publish a Post-16 Transport Policy Statement and ensure support is available for learners of sixth form age, particularly those with special educational needs and disabilities (SEND). 

3. Definition of a Personal Transport Budget (PTB)

A PTB is a financial allowance paid to a learner or their parent/carer to make their own travel arrangements to and from an education or training provider, instead of using transport arranged by the local authority. 

4. Policy Objectives

The PTB scheme aims to: 

  • Increase parent/carer and learner choice and control 
  • Provide flexible travel solutions tailored to individual needs 
  • Promote independence and preparation for adulthood 
  • Ensure best value for public funds 
  • Reduce reliance on high-cost commissioned transport 

5. Eligibility Criteria

A learner may be eligible for a PTB if they: 

  • Are aged 16–25 and in full-time education or training 
  • Are EOTAS 
  • Reside within the local authority area 
  • Attend their nearest appropriate education provider 
  • Have an assessed need for transport support (including SEND where applicable) 

Priority will be given to learners who: 

  • Have an Education, Health and Care Plan (EHCP) 
  • Cannot reasonably access public transport independently 
  • Live beyond a reasonable walking distance 

6. Offer of a PTB

A PTB will be offered as transport support for post 16 learners where it is assessed to be  

  • Safe and appropriate for the learner 
  • Cost-effective compared to commissioned transport 

The local authority will actively offer PTBs as a first option where suitable. 

7. Calculation of the PTB

The PTB will be calculated using a transparent formula, which may include: 

  • Distance between home and education setting 
  • Number of journeys per week 
  • A standard mileage rate (e.g. HMRC advisory rate) 
  • Any additional support needs 

The authority will publish its calculation method annually. Families are still able to apply for support from bursary funds available.  

8. Use of the PTB

The PTB can be used flexibly, including for: 

  • Mileage costs for parent/carer transport 
  • Fuel, vehicle running costs, or taxi arrangements 
  • Public transport fares 
  • Independent travel training support 

There is no requirement to submit receipts, but the authority reserves the right to request evidence of attendance. 

9. Payments

  • Payments will be made directly to the parent/carer or learner (where appropriate) 
  • Paid monthly or termly in advance 
  • Subject to confirmation of attendance 

10. Conditions of Use

Recipients must: 

  • Ensure the learner attends their education setting 
  • Notify the authority of any changes in circumstances 
  • Use funds to support travel related to education 

Failure to meet conditions may result in suspension or withdrawal of the PTB. 

11. Safeguarding and Risk Assessment

A PTB will only be approved where: 

  • The travel arrangement is deemed safe 
  • Any risks have been assessed and mitigated 

12. Reviews and Changes

  • PTBs will be reviewed annually or upon change in circumstances 
  • Adjustments may be made if needs, placement, or distance changes

13. Appeals Process

Applicants have the right to appeal decisions regarding: 

  • Eligibility 
  • PTB amount 
  • Withdrawal of support 

Appeals will follow a two-stage process, including independent review.
