‘Torbay Together’ - How will we work together?

The Department for Education led an evaluation with a range of leaders to understand how the education system in Torbay was operating and collaborating.

Our proposed new way of working together is built around four layers of organisation, each with a distinct role in the system:

Communication briefings

Communication briefings will share news and updates across all four layers.

  • Future Strategy Group - Where decisions are made about future educational issues.
  • Education Leaders Forum - Where information is shared, views are heard and priorities are shaped.
  • Workstreams for each priority area - Where priorities are delivered.
  • Education Peer Support Forums - Where peer support is gained.

Next Steps

Our new ‘Torbay Together’ methodology of working together will be widely communicating through this plan.

Our next steps will be to implement this change of how we organise ourselves to enable us all to work collaboratively to fulfil the shared priorities in this Strategy.

Our final section of this strategy explains how we plan to implement the changes we have made in year 1 and how we will monitor the success of our priority areas.

Torbay Together Implementation Plan

Three years of implementation to strengthen collaboration and deliver greater impact for children and young people.

Step One: Communicate and publicise

September 2026

    • Publish the strategy across Torbay.
    • Share it with all education settings.
    • Communicate with children, families, working groups and forums.
    • Ensure partner agencies understand the vision and ambition of the plan.

 

Outcome: Shared awareness and common understanding.

Step Two: Organise forums and groups

September to December 2026

    • Schedule the new Torbay Together structure for the academic year.
    • Stand down old boards where appropriate.
    • Establish new forums and groups.
    • Produce a clear calendar of meetings for education leaders.

 

Outcome: Clear structure, roles and meeting rhythm.

Step Three: Deliver and review the priorities

October 2026 to July 2027

    • Set up or continue priority groups for the five key priorities.
    • Track progress through a shared progress tracker.
    • Provide regular feedback to stakeholders.
    • Future Strategy Group meets twice each term.
    • Hold an end-of-year review in July to check progress and impact.

 

Outcome: Ongoing delivery, oversight and annual review.
