Transforming adult social care

At a glance

  • Continued to improve access to information, advice and support, helping people get the help they need more easily.
  • Focused on prevention and early intervention, helping people stay independent and maintain their wellbeing for longer.
  • Began planning for the return of Adult Social Care services to Torbay Council in April 2027, ensuring services remain safe, effective and focused on people's needs during the transition.

People tell us that more could be done to improve their outcomes and make services easier to access. During 2025/26, Adult Social Care continued to strengthen support across Torbay by improving access to services, promoting prevention and early intervention, and helping more people remain independent, well and connected to their communities. We have also continued to develop our transformation programme to improve outcomes and ensure services can meet future demand.

Following a decision by Torbay and South Devon NHS Foundation Trust to end the current Section 75 agreement, preparations are underway for Adult Social Care services to return to Torbay Council in April 2027. This work is being delivered jointly to ensure continuity of support for people who draw on care and support, carers, staff and partners throughout the transition

What does this mean for you?

We are working to make Adult Social Care easier to access, more responsive to people's needs and sustainable for the future. As services transition back to Torbay Council, our priority is to ensure people continue to receive high-quality, joined-up support without disruption.
