Having the right home is one of the most important factors in maintaining independence. Our approach focuses on creating housing options that help people remain part of their communities, reduce reliance on residential care and provide greater choice and control over where and how they live.
During 2025/26, we continued to work with housing, health and care partners to improve the range of support available to adults across Torbay. This included expanding supported living, extra care housing and community-based support to help people remain independent and live well at home for longer.
Significant progress was made in developing new housing options. Planning permission was secured for a new 92-apartment Extra Care Housing Scheme in Paignton, while new specialist accommodation opened for adults with learning disabilities and further supported housing developments progressed during the year. These developments will provide more opportunities for people to live independently while receiving the support they need.
A key milestone was the publication of the Specialist Housing Needs Assessment, helping us better understand current and future demand for specialist housing across Torbay. This will inform future investment and support our ambition to increase housing choice and independence for local people.
