We’re pleased to present Torbay's adult social care Local Account for 2025/26. This report reflects the dedication, compassion and professionalism of the people who deliver, support and shape adult social care across Torbay. We’re incredibly proud of our colleagues and the difference they make every day. Working alongside carers, providers, community organisations and partner agencies, they help people to live as independently as possible, stay connected to their communities and achieve the outcomes that matter most to them.
During the past year, our teams have continued to support people through increasing demand, growing complexity of need and ongoing challenges across the wider health and care system. Throughout this, their commitment to providing high-quality, person-centred care has remained unwavering and we’d like to thank them for everything they do.
This has also been an important year for adult social care in Torbay. Following the formal decision by the Torbay and South Devon NHS Foundation Trust Board to serve notice on the Section 75 agreement, we’re now working closely with Torbay Council to support the transfer of adult social care services from 01 April 2027.
We recognise the complexity of this programme and the change it represents. There is a shared commitment across our organisation, Torbay Council and our partners to ensure a smooth transition for colleagues, providers and the people who rely on our services. Maintaining joined-up working across health and social care, while continuing to ensure the safe delivery of adult social care, will remain a priority throughout this process and beyond.
This report highlights our achievements, challenges and learning from the past year, and the continued commitment of everyone involved in supporting people across Torbay.
