Foreward for the Local Account Summary 2024/25 by Anna Coles: Director of Adult and Community Services.

I am pleased to introduce this Adult Social Care Annual Report for 2025/26.
This year’s report highlights the work we’ve carried out with partners, residents, carers and communities to support people to live healthy, independent and fulfilling lives.
It also reflects a year of improvement, learning and preparation for the future.
Torbay's population continues to grow – this brings increased demand for care and support.
More people are living longer with complex health needs, while inequalities continue to affect health and wellbeing across our communities.
These challenges reinforce the importance of prevention, early intervention and helping people to stay independent for as long as possible.
Despite these pressures, there is much to celebrate. During the year we achieved a Good rating in our first Care Quality Commission assessment.
We’ve also improved satisfaction with adult social care services, expanded reablement and community-based support, increased our focus on housing, strengthened support for unpaid carers and developed stronger relationships with our local care providers. We have continued to place lived experience at the centre of service development through co-production and engagement.
As we prepare for the transfer of adult social care functions to Torbay Council in April 2027, joint working will remain fundamental to our success and ensure a smooth and seamless transition. The changes in the delivery of Adult Social Care in Torbay will provide an opportunity to work with our communities to redesign how we better meet the needs of our residents over the years to come, ensuring individuals are supported to thrive and prosper in Torbay.
I would like to thank our staff, partners, carers and residents for their continued commitment and contribution throughout the year.
