The Care Quality Commission (CQC) is the independent regulator of health and social care services in England. It assesses how well local authorities meet their responsibilities under the Care Act 2014 and whether people are receiving high-quality support.
The CQC assessment is broken down into four themes with nine sub sections.
During 2025, Torbay Adult Social Care underwent its first full CQC assessment. As part of the process, we submitted evidence about how services are delivered and inspectors met with a wide range of people, including people who use services, unpaid carers, staff, managers, councillors and partner organisations.
More than 200 people shared their views and experiences to help inspectors understand how Adult Social Care services are working in Torbay.
Our local assessment report was published in December 2025, with Torbay Adult Social Care receiving an overall rating of 'Good'.
The assessment recognised many areas of good practice and highlighted the commitment of staff and partners to supporting local people. It also identified opportunities for further improvement, helping us to better understand where we can strengthen services and improve outcomes.
Following the assessment, a detailed improvement plan was developed and agreed. Progress is being regularly reviewed to ensure improvements are delivered and services continue to develop.
The CQC's independent assessment provides reassurance that Adult Social Care services in Torbay are performing well. It also helps us identify where we can improve, so that people continue to receive safe, effective and person-centred support that promotes independence, wellbeing and positive outcomes.
