About this consultation

We are considering improvements to pedestrian and cycle crossings at Abbey Gates Junction and want to hear people's views and experiences.

The aim is to make the junction safer, more accessible and more convenient for people walking, wheeling (people using wheeled mobility aids) and cycling, while continuing to manage traffic effectively.

All responses to our survey will be considered and will help shape the improvements and inform future decision-making about the junction.

About the junction

Abbey Gates Junction is a large, busy junction located just outside the gates of Torre Abbey, close to the Riviera International Centre, the seafront, Torquay Rugby Club and Cockington Primary School.

The junction connects Walnut Road, Chestnut Avenue, Avenue Road, Falkland Road (from two directions), The King’s Drive and the entrance to Torre Abbey.

With seven roads meeting at the junction and no signalled pedestrian crossings, many people find it challenging to use - particularly at peak times. While traffic lights control vehicle movements, pedestrians must negotiate the junction without formal crossings, which has led to concerns about safety and accessibility.

Layout options

We have developed three different options to improve the pedestrian and cycling crossings at the junction. Please take a look at the design options below and provide any feedback you have in the survey.

Option 1

What would change

    • New signal-controlled pedestrian crossings.
    • Extension of the shared-use footway/cycleway.
    • Wider footways to improve accessibility.
    • New cycle facilities including a separately signalled cycle phase.
    • New crossing through the centre of the junction.

Option 2

    • New signal-controlled pedestrian crossings.
    • Extension of the shared-use footway/cycleway.
    • Wider footways and improved pedestrian waiting areas.
    • Existing uncontrolled crossing converted to a signal-controlled crossing.
    • Additional pedestrian crossing improvements through kerb build-outs.

    • Countdown timers to help pedestrians cross safely.
    • Existing uncontrolled crossing converted to a signal-controlled crossing.
    • Wider footways and pedestrian waiting areas.

Next steps

Once the survey has closed, we will review all the responses and publish a consultation report on our website. The information gathered from the survey will be used by our planning team to help inform the future design and layout of Abbey Gates Junction.
