Phase 2 of the consultation has now closed, thank you to those who have taken part. We have received over 450 completed consultations and LDA Design are currently going through all the feedback. Phase 3 will be starting in July 2022 and we will update these pages when this last phase of consultation will be starting.
Paignton and Preston Seafront Masterplan
Have your say on how we can improve Paignton and Preston seafronts as well as protect the town and surrounding areas from flooding
We want to improve the sea defences at Paignton and Preston seafront and after listening to what you have already told us we have now extended our plans.
We want to improve more of the open spaces and areas around both seafronts. We also want to make sure we have the right sea defences to protect Paignton and Preston in the future.
LDA Design have been commissioned by us to run the public engagement on the new seafront masterplan. Together, we want to:
- protect and improve the precious open spaces along the seafront
- create a happy, healthy, and vibrant place
- celebrate the special qualities of our seafront areas.
We want to work with you to develop a once in a lifetime plan to improve our seafronts and protect the town.
There are three phases to this consultation and we are now in the second phase. We want to hear from everyone - young, old, families, visitors and everyone in between. This is anyone who uses or visits either or both Paignton and Preston seafronts.
We are very keen to hear from young people as they will be the ones who will be growing up with these changes.
We are also keen to hear from residents and businesses who have properties that are affected when the areas behind the seafronts flood.

We would like to say thank you to all those residents and businesses that took the time to take part in phase one. We had over 320 people let us know their views and 120 people attending the 15 focus groups and workshops that we put on. All the feedback can be found in this report.
LDA Design have taken on board everything you had to say and would now like to share with you two options for both Paignton and Preston Seafronts. As well as showing improvements to the seafront they also show two places where the flood defence wall could be placed. Once your feedback has been received one scheme will be put together and then shared with you in Phase Three for your feedback before the final scheme is agreed.
There are three ways you can get involved in this engagement:
- Watch the videos below and fill out the online consultation
- We will have a stand at the Airshow on Saturday 4 June, come and find us and see a 3D model of the options and let us know your thoughts.
- Ask questions and provide feedback at a Facebook Live which will take place on Monday 6 June on our Facebook page at 5pm. Make sure you are following Torbay Council on Facebook to receive a notification when we go live. If you can not make the Live, it will stay on our Facebook page and you can leave any questions in the comments and these will be passed on.
Please watch the videos below, one for each seafront, and then complete the consultation form to let LDA Design know your thoughts and feedback on these ideas. It will take about 15 minutes to watch the Paignton video and to complete the consultation and 10 minutes to watch the Preston video and then complete the consultation. You may find it easier to open the consultation form and answer it as you watch the videos.

Along with this public engagement, we have arranged over 15 focus groups, workshops and meetings to speak to a range of businesses, organisations, community and voluntary groups that use, are based on, or have businesses close to, both seafronts.
Preston Sketch Plan
We will be holding a Facebook Live on Monday 6 June 2022 at 5 pm where you will be able to hear from LDA Consultants about the ideas for Paignton and Preston and have the opportunity to ask any questions. If you are on Facebook, make sure you are following our Facebook page and you will get a notification when the Live starts. If you are not on Facebook you will be able to watch the Live here. It will start here at 5 pm as well.
