The Strand and harbourside in Torquay are one of the key locations in the town centre, and it is important that this area is an attractive location.

We purchased 12-14 The Strand in May 2020 as part of our plans to regenerate Torquay’s town centre and help boost the local economy.

Following public consultation in early 2022 we received full planning permission in January 2023 for a high-end residential and retail complex set around a landscaped public realm courtyard.

Since planning permission was granted, the scheme that we were hoping to deliver became unviable due to a range of reasons and left us with a funding gap.

To help us deliver this harbourside flagship scheme, we are working with our Regeneration Partners, Willmott Dixon and Milligan to develop and bring forward a revised design. We are anticipating that a revised design will be available to share with the community in late 2024.

Demolition of 12-14 The Strand is not likely to start until we have secured an investor / developer to deliver the scheme. Work to secure an investor / developer is underway, using the expertise of our Regeneration Partners.

Funding

  • £2 million of Towns Funding has been allocated to this project.
  • We are investing around £5 million of funding from our Growth Fund.
  • Private sector investment will be required to deliver this scheme.

This project will also complement and enhance wider public realm works.

Project timeline

We are anticipating that a revised design will be available to share with the community in late 2024.
