This strategy sets out a phased approach to town centre regeneration. It seeks, firstly, to build market confidence, not least through our investment. Confidence will lead to greater investment by the private sector in major transformation projects. Confidence and investment will lead to regeneration of other parts of Torbay’s town centres and will have wider socio-economic benefits. This phasing is
not linear and there will be some blurring or overlap between these key phases.
