Take part in the 2026 unmet demand survey if you are a hackney carriage or private hire driver.
We need to limit the number of hackney carriage vehicle licenses we issue. To do that, we must carry out a regular survey on the hackney carriage trade in Torbay. This is known as an unmet demand survey.
We want to understand the current situation of licensed vehicles in Torbay. That's why we ask all members of the taxi and private hire trade to answer this survey. We need to hear from as many of you as possible so we can take into account your views and experiences of the taxi service in Torbay.
We have told Licensed Vehicle Surveys and Assessment (LVSA) to undertake the 2026 survey. They will carry out the survey via Complete Transport Solutions (CTS).
This is your opportunity to express your views to an independent organisation. Your answers will help us assess the future of licensed vehicle services in Torbay.
Everyone who works in the licensed vehicle trade in the Torbay Council Licensing area can take part. Licensed vehicles include:

The deadline for replying is Monday 8 June 2026 at 5pm. When posting the survey, please make sure that it arrives no later than 5pm on this date.
Your answers will be summarised and included in our report. You will be completely anonymous. The report won't include any identifying information about anyone.
If you want to take part on behalf of someone you need to request this first. Please e-mail traderesponse@ctstraffic.co.uk to make a request as soon as you can.
