Premises licence: How to complete an operating schedule

Every premises licence and club premises certificate must follow the conditions set by the Licensing Act 2003. As part of your application, you must complete an Operating Schedule of how you intend to promote the licensing objectives.

You need to demonstrate the steps you will take to promote:

  • prevention of crime and disorder
  • prevention of public nuisance
  • public safety
  • protection of children from harm.

We have created a list of licensing conditions to help you produce an Operating Schedule. These conditions cover most situations, but if you’re planning a large one-off event like a festival, please contact us first.

Tips for producing an Operating Schedule

Start by doing a risk assessment. This helps you figure out what conditions you need include to keep people safe and follow the law.

Include conditions that match the specific needs of your venue. Think about:

  • your venue type
  • location
  • opening hours
  • the kind of people you expect to visit

For example, a restaurant will need fewer safety measures than a nightclub or music festival.

Conditions should be practical, realistic, and easy to enforce. If your wording is unclear or hard to enforce, we might make small changes to help.

What happens if conditions are broken

Breaking a condition is a serious offence. If found guilty, you could get an unlimited fine or go to prison for up to six months.
