Personal licence: photograph guidance

Find out how to submit an endorsed photograph for your personal licence application.

You must upload a photograph of yourself and a completed endorsement form with the personal licence application.

Photograph requirements

Your photographs should be made in the same style as a passport photograph.

They must be:

  • 45 millimetres high and 35 millimetres wide
  • Taken against a light background
  • Clearly show your features
  • Without sunglasses or head coverings

You can wear a head covering if you are wearing it due to religious beliefs.

Endorsement

The photograph must be endorsed on the back to confirm it is a true likeness of you.

Who can endorse your photograph

The person endorsing your photograph must:

  • know you
  • not be a relative or your partner

They must also be:

  • A solicitor
  • A notary
  • Any person with a professional qualification, such as a nurse, engineer or teacher
  • A person of standing in the community, such as a police officer, civil servant or minister of religion

How to endorse your photograph

The person endorsing your photograph needs to sign the back the photograph. This is also called ‘countersigning’.

Please ask them to write the following on the back of the photograph:

“I verify this to be a true likeness of [your name].”

They must then:

  • sign the back of the photograph and
  • print their name

They must also complete a personal licence photograph endorsement form. You need to upload the completed form with your online application.
