Crisis and Resilience Fund

The UK Government’s Crisis and Resilience Fund is running from April 2026 to March 2029. It provides grant funding for Councils to provide preventative support to communities, as well as assisting people when faced with a financial crisis.

In Torbay, we are using this year’s allocation of £2.5 million to provide the following help from the fund:

• Crisis support for low-income households where they are experiencing a disaster; an accident or health emergency; household relationship breakdown; unexpected loss of income or other financial crisis.

Crisis payments will also be an opportunity to offer a gateway to wider support. This will normally be via a referral to the Community Helpline - 01803 446022. We will always ask for your consent. You can also use the helpline yourself: Torbay Communities | Torbay Community Helpline. If you are in receipt of a welfare benefit and either have children in your household or a disabled person in your household, you can apply for a crisis payment of £100. If you are working you can still get a payment as long as you are in receipt of Universal Credit.

Examples of a crisis that we can help with are:

• A disaster
• An accident or health emergency
• Household relationship breakdown
• Unexpected loss of income

Funding local advice services, to increase savings, reduce debt and maximise individual incomes - offering a number of routes for people to get help

• Funding to local organisations delivering programmes and mentoring to improve employability
• Using Housing Payments (formerly Discretionary Housing Payments) to prevent households from becoming homeless and supporting those affected by homelessness and/or in crisis. You can download an application form
• Funding community food aid via Social Supermarkets, foodbanks and Food Alliance co-ordinator

Supermarket vouchers for families with children during the summer school holiday - now available

Eligibility

Families must have at least one child aged 1–18 years attending:

• a childminder
• nursery
• Primary school
• Secondary school
• full-time college
• home schooling

You will need to provide the name of the support worker/professional who has been supporting them with food poverty concerns. This may include:

• Health Visitors (HVs)
• Community Nursery Nurses (CNNs)
• Early Years Settings
• Childminders
• Schools and Colleges
• Any other professional involved in supporting the family

Collecting your vouchers

Vouchers are available from your local Area Family Hub from Thursday 6 August.

Voucher collection times: Monday to Friday, 9.30am – 11.30am. 2pm – 4pm. Vouchers will not be available outside of these collection times.
