Supplementary Planning Documents (SPDs) are used to provide more information and guidance on the policies in the Local Plan. They can be based on certain topics such as transport or design, or they can be specific to certain places.
The following SPDs have been adopted and should be considered when submitting planning applications in the context of the Local Plan.
These masterplans have been produced to deliver high quality development and the revival of places.
The Planning Contributions and Affordable Housing SPD sets out our approach to Section 106 planning contributions. It provides additional detail to deliver the Local Plan. It was adopted by Cabinet on 13 December 2022. The SPD is available below.

Adoption Statement
This Greenspace Strategy outlines how we, in association with the community, intends to deliver and maintain high quality green spaces which enable equal access and opportunity for all, as well as protecting and enhancing the local environment. The document is split into two parts:
- Sets out the background, vision and strategy for our green spaces over a 20 year period.
- Forms an Action Plan that sets out how the strategy will be put into practice and covers a five year time horizon which will need to be reviewed.

The Urban Design Guide SPD was adopted on 7 February 2007 and replaces sections two to twelve of the Environmental Guide.
It's aim is to improve the quality of Torbay's urban environment and encourage a high standard of design for new developments. The document provides advice for developers, public bodies and planners with regard to the design and assessment of urban development in Torbay.

The Healthy Torbay SPD focuses on issues related to matters of health and wellbeing and how they should be positively addressed through the development planning process in Torbay in the context of building upon and providing more detailed advice and guidance in the adopted Local Plan.
