Temporary change of use

Find out how you can apply for a temporary change of use under the Prior Notification scheme.

You can propose a change of use of a building and any land for a temporary period of up to two years. This is subject to limitations and conditions outlined in relevant classes. These include: 

Class C 

Use of a building and any land within its curtilage as a state-funded school for a single academic year under permitted development. 

Class D 

Permitted development consisting of a change of use of a building and any land within its curtilage. This can be for a single continuous period of up to two years. The date is from when the building and any land within its curtilage begins to be used for one of the flexible uses. 

From a use falling within Classes below of that Schedule:  

  • A1 shops 
  • A2 financial and professional services 
  • A3 restaurants and cafes 
  • A4 drinking establishments 
  • A5 hot food takeaways 
  • B1 business 
  • D1 non-residential institutions 
  • D2 assembly and leisure   

To a flexible use falling within either Class below of the schedule to use the classes order: 

  • A1 shops 
  • A2 financial and professional services 
  • Class A3 restaurants and cafes 
  • Class B1 business 

Class CA 

Development consisting of a change from Class A1 to a use of a building and any land within its curtilage as a deposit-taker falling within Class A2.

Listed Buildings 

The changes of use described above do not apply to Listed Buildings. All changes of use of listed buildings need a formal application for planning permission.

You can submit your notification to us by downloading and completing an application form and sending it to us.
