Pre-application process

This flowchart provides information on the planning application process.

We encourage you to engage in early conversations with our planning team. You can discuss your ideas for development. Pre-application is an optional stage. It allows for improved communication. We can advise whether the plans will align with the current planning policy. Where plans do not align with policy, we may be able to guide you on changes that you may wish to consider. Pre-application is a chargeable service.

Application

The next stage is to prepare and finalise the planning application for submission.

Validation

Our validation officers check whether the application is valid. They will ask you for any missing information. Once we have everything required, we will acknowledge that the application is valid.

Decision Making Process

We publicise and share the application for scrutiny and comment by:

  • the public
  • neighbours
  • our statutory consultees

There is a statutory consultation period. Once this ends, we will consider the application along with comments received. We will then write up a report with recommendations.

A decision is then made in accordance with our scheme of delegation

Decision

We decide to grant permission with any necessary conditions, or to refuse.

Optional right of appeal to the Planning Inspectorate

  • Following a decision to grant with conditions - you can appeal any you do not feel are reasonable.
  • Following a decision to refuse - you can appeal against our decision.

The Planning Inspectorate will then make an independent decision. They will provide a final report advising whether an appeal is allowed or refused.
