We are implementing a 20mph zone in the Foxhole area of Paignton to reduce traffic speeds and improve safety.

In addition we are seeking views from the local community on parking restriction proposals in the same area.

Proposed parking restrictions in the area were first advertised on 11 November 2020 and, as there were no representations made from the community, these were programmed for implementation.

Concerns were raised that despite the new regulations affecting a large number of people living across the Foxhole area, there had been insufficient notice to the community and this meant that many residents were unaware of the proposals and did not have the opportunity to submit their views.

Notices were not originally placed ‘on street’ for these proposals, in line with current government guidance in respect of COVID 19 restrictions, which seek to reduce the potential risks to members of staff placing the notices and the potential for the public to gather around notices to read them, as the placing of such notices is not a legal requirement.

A number of proposed parking restrictions for the Foxhole area are intended to improve visibility and traffic flow and address safety and compliance issues at junctions and pinch points.

Further restrictions in the New Park Road, Pimm Road, Belfield Road and Redwell Lane areas have also been proposed to mitigate significant issues with waste and recycling collections, where safe access to waste and recycling vehicles is being continually impeded by parked vehicles. Proposals for these roads include sections that will restrict parking on weekdays during the normal daytime periods to ensure that they are kept clear.

We have now placed ‘on street’ notices for the proposed parking restrictions in the affected areas, with local residents encouraged to consider the proposals and submit any representations between 26 February and 19 March.  

Cllr Mike Morey, Cabinet Member for Infrastructure, Environment and Culture, Torbay Council, said; “Following the concerns raised regarding the proposed parking restrictions, we are allowing a further consultation period for the community to submit their representations which will be considered prior to a final decision being made.

“Our SWISCo waste and recycling teams regularly experience difficulties during their collections in the area as roads are often obstructed by parked vehicles, which poses not only a health & safety risk but it disrupts the delivery of the service for the entire area.

“Residents affected by the proposals are invited to submit workable solutions that may avoid the need for restrictions, which will of course be considered”.

The closing date for representations to be made is 19 March 2021.
