Pre-construction work begins this autumn, in the first step towards redeveloping the former Crossways Shopping Centre in Paignton

News Release PR9604 - published on 19 October 2026

The former Crossways Shopping Centre in Paignton, is set to enter a new chapter as pre-construction work begins in readiness for the landmark redevelopment project, marking a major milestone in Torbay's regeneration programme.

Infrastructure works are set to start on the long-awaited redevelopment of Crossways, marking one of the most significant milestones in Torbay's regeneration programme to date. The temporary Hyde Road car park will close at 6am on Monday 2 November to allow the pre-construction work to commence, paving the way for new extra care housing and community facilities in the heart of Paignton.

Visitors and town centre users are encouraged to plan ahead and use alternative parking facilities from Monday 2 November. In readiness for Hyde Road car park closing, additional parking spaces were introduced at the Victoria Centre earlier this summer to help ensure parking provision across Paignton town centre remains consistent.

Alternative off-street parking options all of which are open 24 hours include:

  • Victoria (long stay)

  • Great Western (up to 3 hours)

  • Station Lane (long stay)

  • Crown and Anchor (long stay)

On-street parking is also available across the town centre.

The Crossways redevelopment is the first partnership regeneration project in Torbay to move from planning into delivery. It is being delivered through the Torbay Regeneration Partnership, a joint venture between Torbay Council, Willmott Dixon and Milligan that is driving forward major regeneration projects across the Bay. The scheme represents a significant step forward in the transformation of Paignton town centre and, once complete, will provide much-needed extra care housing and modern community facilities, helping to meet local housing need and create a sustainable future for the area.

The start of construction demonstrates continued progress in delivering Torbay's wider regeneration ambitions, with investment being made to improve town centres, support local communities and attract further investment into the Bay.

Cllr Chris Lewis, Deputy Leader and Cabinet Member for Place Delivery and Economic Growth for Torbay Council, said: “The start of pre-construction works at Crossways is a hugely significant moment for Torbay. This project has been years in the making and marks the point where people can see regeneration becoming a reality. Crossways is much more than a building project; it will provide high-quality homes and community facilities that will benefit Torbay residents for years to come.

“While we recognise the closure of the temporary car park may cause some inconvenience, this is an important step in delivering a development that will bring lasting social and economic benefits to Paignton and the wider Bay.

“We would like to thank residents and businesses for their patience and support as work gets underway.”

Chris Wheeler, National Head of Development (Regeneration), Willmott Dixon Developments, said: "We are delighted to reach this important milestone and begin infrastructure work on site. The proposals for Crossways have been shaped through ongoing engagement with local residents, businesses and stakeholders, with a focus on supporting the long-term needs of Paignton.

"Over the coming months, the local community will begin to see visible progress on site as the transformation of Crossways gets underway. Working alongside Torbay Council and project partners, we look forward to continuing to engage with the community throughout the construction programme."

What happens next?

Following the closure of the car park at 6am on Monday 2 November, contractors will begin site mobilisation activities including the installation of site hoarding, enabling works and preparations for construction, this initial phase of work is expected to continue until the spring of 2027 and will also include essential works from utility providers.

Whilst the early infrastructure works are underway, the council will be assembling the final funding bid to submit to Homes England to deliver the extra care housing.

Further details on the construction programme will be shared over the coming months as the project progresses.

The development is expected to be completed by the end of 2029, with the first residents anticipated to move into their new homes in early 2030.

We will provide regular updates throughout the project via its website, newsletters and social media channels, ensuring residents and stakeholders remain informed at every stage of delivery.

All construction milestone dates are correct at the time of publication and remain subject to change as the project progresses.
