Next phase of social housing programme set for Cabinet decision

If approved, the developments would create a mix of one and two-bedroom apartments, transforming two vacant accommodation sites into modern, energy-efficient homes let at social rent.

The proposals build on the success of award-winning Brampton House, the first completed scheme delivered through the Council's Hotels to Homes programme. The development transformed a former hotel into 14 high-quality social rented homes and demonstrated how underused accommodation can be successfully repurposed to help meet local housing need.

Councillor Alan Tyerman, Cabinet Member for Housing and Finance, said:

"Brampton House showed what's possible when we take a fresh approach to housing delivery. By bringing vacant and underused accommodation back into use, we're creating high-quality homes for local people and making better use of existing buildings across Torbay."

These proposals would deliver 29 new homes on brownfield sites, helping us tackle housing pressures, reduce reliance on temporary accommodation and create stronger, more sustainable communities."

The Hotels to Homes programme was developed by Torbay Council as an innovative response to local housing pressures. The award-winning initiative transforms vacant accommodation into high-quality social housing, helping to increase the supply of affordable homes for local people.

All homes delivered through the programme are let at social rent and prioritised for households with a genuine local connection to Torbay.

If approved, the latest proposals would build on that success by providing 29 additional homes and helping more households move into secure, long-term accommodation.

Cabinet will consider the report at its meeting on 21 July 2026.
