Warm Home Grants scheme now open – apply now!

Torbay residents are now invited to apply for a grant to help keep their homes warm.

Torbay Council, in partnership with Devon County Council and other local authorities, is delivering the Warm Homes Local Grant, a government-backed scheme designed to make homes warmer, greener, and more affordable to heat.

The scheme offers fully funded energy efficiency upgrades for eligible households, including measures such as cavity wall and loft insulation, double glazing, air source heat pumps, solar panels and insulated doors. These improvements not only reduce energy bills but also cut carbon emissions, supporting Devon’s commitment to a sustainable future.

Councillor Chris Lewis, Deputy Leader of Torbay Council, said: “We are pleased to be able to launch the Warm Homes Local Grant in Torbay, giving local residents the opportunity to make their homes more energy efficient and save money on their bills.

“The scheme is also one of a number of initiatives under the Torbay Council Climate Change Action Plan, including new electric buses, decarbonisation of community buildings such as Paignton Library, and new more energy efficient LED street lights which are currently being rolled out.”

Improvements available include:

  • double glazing
  • cavity wall insulation
  • loft insulation
  • air source heat pumps
  • insulated doors
  • solar PV

Who can apply

To qualify, homes must have an Energy Performance Certificate (EPC) rating of D or below, and must either receive certain benefits or meet the specified low income criteria.  Landlords can also apply, with one property fully funded and contributions required for additional homes.

This initiative prioritises households most at risk of fuel poverty, ensuring that those who need help the most receive it.

Eligibility

  • Must have an Energy Performance Certificate (EPC) rating of D, E, F or G.
  • Property must be privately owned or owned by a private landlord (landlords often have partial funding requirements).

and

  • Be receiving one of the following benefits: housing benefit, income based jobseekers allowance, income related employment and support allowance, income support, pension credit (savings and guarantee), universal credit  

or

Total household income must be £36,000 or less before tax.
