The Torbay Place Leadership Board will come together on Monday 15 December, uniting local leaders and community representatives to shape discussions on Paignton’s future and the wider regeneration of Torbay.

The Board, which has been steadily shaping up as a driving force for place-based leadership, exists to champion Torbay’s long-term vision, align partners behind shared priorities, and ensure that regeneration projects deliver real benefits for residents, businesses, and visitors. Working collaboratively, the Board shapes regeneration priorities to ensure projects meet the needs of local communities, champions Torbay’s ambition for thriving town centres, sustainable growth, and inclusive opportunities, and acts as a collective voice to influence national policy and secure vital investment.

The upcoming meeting will open with a presentation on Paignton’s regeneration vision, outlining the opportunities and challenges ahead. The Place Vision for Paignton sets out a strategic blueprint to unlock targeted opportunities for both public and private sector investment, driving sustainable economic growth and enhancing community wellbeing across Torbay.

It provides a clear framework for delivering current regeneration projects in Paignton and shaping future proposals, including:

  • Paignton and Preston Waterfront Public Realm Improvements (already underway)
  • Crossways site development (due for planning consideration this winter)
  • Emerging masterplan for Victoria Square
  • Paignton Gateway with enhancements to Station Square
  • Paignton Harbour Hub

Developed in close alignment with ongoing public realm improvements, the vision ensures a cohesive and impactful transformation of the town. It has been developed through extensive engagement with key stakeholders, from local ward members and businesses to transport providers, community representatives, investors, and statutory authorities. Their contributions have been vital in ensuring the vision balances community aspirations with the practical demands of economic growth.

The meeting agenda also features updates on Torquay’s progress, Health Innovation Southwest, Local Government Reorganisation, and a provisional report from the Office of the Police and Crime Commissioner.
