We have been advised that the Torbay Coast and Countryside Trust (TCCT) will formally enter liquidation this week (the week commencing Monday 8 December 2025).
It follows the announcement in October that the trustees of TCCT had made the decision to place the company into voluntary liquidation.
Now that notice of formal liquidation has been received, we have reached an agreement with appointed liquidators, PKF Francis Clark, to take back, and resume management of all the land and buildings owned by the council and previously leased to the Trust.
This agreement is a vital step in securing the long-term future of these cherished spaces, ensuring they remain well cared for and protected for residents and visitors to enjoy.
We are now preparing to assume responsibility for these areas, along with SWISCo, who will be responsible for the day-to-day management of the green spaces and ensuring that they remain well maintained.
Due to the complex process for liquidation, this will not be immediate and until then, responsibility remains with the liquidators PKF Francis Clark. Specific arrangements for individual sites and services will be confirmed as further information becomes available.
Councillor David Thomas, Leader of Torbay Council, said:
“This is a significant step towards us helping to secure the future of Torbay’s treasured natural spaces and ensuring that they remain a source of pride and enjoyment for generations to come.
"The Trust has played an instrumental role in conserving our coast and countryside landscapes over many years. We are committed to building on this as we move forward, recognising the hard work and dedication of the Trust's staff and volunteers, and the importance of these spaces to our community.
“As we move forward, our priority is making sure these spaces remain accessible and well-maintained for our communities, and we will continue to work closely with SWISCo, our partners, stakeholders, and the liquidators to make sure of this. I would like to thank you all for your ongoing patience as we manage this process."
Further information
We understand that the closure of the Trust has a wide-ranging impact on both residents and visitors in Torbay, and that many will have questions and concerns regarding specific spaces and services. Information will be added to our website as it becomes available.
PKF Francis Clark have been in contact with many creditors of the Trust already but have asked that any who may not have received correspondence contact them directly. There is more information about how to do this on their website.
