The proposal is now available to view on our website and forms part of the formal papers for the upcoming Cabinet and Full Council meetings taking place next week.

Our proposal outlines the rationale, benefits, and potential implications of reorganising local government structures in Torbay. It reflects extensive analysis, engagement with stakeholders, and consideration of how best to meet the needs of residents, businesses, and communities across the Bay.

The Cabinet will consider the full proposal at its meeting on:

  • Tuesday 18 November

A decision will be made at the Full Council meeting on:

  • Thursday 20 November

Both meetings are open to the public and will be broadcast live via our official YouTube channel, ensuring full transparency and accessibility for all. Residents are invited to attend the meetings to hear the debate and discussions.

“Publishing the full proposal for Local Government Reorganisation is an important milestone in shaping a more effective and responsive future for Torbay. Our proposal is rooted in sensible geographies that reflect how people live and work across Devon, preserving the distinct identities of urban areas like Torbay while giving rural communities a single, focussed advocate.

Torbay has a clear public mandate to retain its existing boundaries, which underpin both our nationally significant Integrated Care Organisation and our Good-rated Children’s Services. Having worked closely with all council leaders across Devon, I know that successful reorganisation must protect what works, amplify local voices, and deliver better outcomes for residents.

I encourage everyone to read the proposal and follow next week’s discussions as we consider the best way forward for our community.”
