People who use adult social care services in Torbay will soon have the benefit of adult social care staff using a modern and innovative computer system that will save time, be more streamlined and improve information sharing between different services.
System C will provide Torbay with Liquidlogic and ContrOCC, which will be the new case management and finance systems for adult social care. Liquidlogic is also the system used for Torbay’s Children’s Services so this will also be beneficial for the two services, particularly where those accessing services are moving from children’s to adult services (Transitions).
Torbay Council which has funded the new system, will also be working with a company named Futures to help with data migration to the new system.
The service has been commissioned by Torbay Council and will be used by frontline Adult Social Care staff employed by Torbay and South Devon NHS Foundation Trust.
Benefits of the new case management system will include:
- The system will bring together existing care management arrangements with financial, safeguarding and commissioning requirements to provide real time information to enable staff to plan and commission care for vulnerable people across the Bay.
- Streamlining a number of processes including assessing the needs of an individual and their carer, whilst providing advice and guidance and setting up support.
- The system will be able to support us to understand people’s care needs and history in a more joined up way.
- The system will offer a more automated way to support reviews and assessments for carers
- The system will be able in the future to offer a self-service portal to enable those who want to be able to access their own records.
- The new system will also be streamlined to provide better reporting around performance.
Councillor Hayley Tranter, Cabinet Member for Adult and Community Services, Public Health and Inequalities for Torbay Council said: “In Torbay our vision for Adult Social Care is a thriving community where people can prosper and our priorities are to help people live well and independently, regain independence, and to help those who do have care and support needs to live as independently as possible, safely and with choice and control.
“We also want to make the system easier to navigate and to help frontline Adult Social Care staff to work as efficiently as possible with the right processes and systems in place. This new case management system is something people and staff have been asking for and we believe it will make a big difference to both staff and those accessing Adult Social Care services.”

Torbay Council has procured and purchased this system on behalf of Torbay and South Devon NHS FT to ensure our social care service continues to have a positive impact in our integrated system.”
Torbay and South Devon NHS Foundation Trust’s Chief Nurse, Nicola McMinn said: “This is fantastic news as it will enable our people to support people more efficiently by providing details about their care in the same place and ensure a joined-up approach to delivering safe care which meets people’s needs.”
