We are asking local residents and businesses for their views on our updated Licensing policy.

The new draft document ‘Torbay Council’s Statement of Principles 2026 – 2031’ will replace the Council’s current Licensing Policy, which came into effect on 7 January 2021 and as the Licensing Authority, Torbay Council must review this policy every five years.  We are now consulting on a draft new policy to cover the next five years starting 7 January 2026.

Some of the main changes to be aware of in the new draft policy are:

• The incorporation of the new The Terrorism (Protection of Premises) Act 2025 (Martyn’s Law)
• An additional section on ‘integrating strategies’ (developed in partnership with Public Health, Community Alcohol Partnership, Event Management and Safety Advisory Groups, Cumulative Impact Assessment)
• An additional section on Outdoor Areas and Smoking Areas
• An expansion of the sections on illegal drugs and drink and drug spiking, and reducing the strength conditions
• An additional section on safeguarding children, young people and adults with care and support needs.

Councillor Hayley Tranter, Cabinet Member for Cabinet Member for Adult and Community Services, Public Health and Inequalities, said: “We really want to hear from as many local businesses and residents about our updated Statement of Principles document, which includes lots of important updates related to licensing around a wide range of areas from public health and safeguarding to terrorism, so please do take the time to have your say.”
