Changes have been announced to Torbay Council’s Cabinet as of Thursday 7 September 2023.

Councillor Adam Billings (pictured) has been newly appointed to the Council’s decision-making team and is now the Cabinet Member for Pride in Place, Culture and Events and Parking. Cllr Billings will also oversee the services run by SWISCo on behalf of the Council, which includes highways, parks and green spaces, street cleansing, waste and recycling. There has also been a number of other changes to the Cabinet areas of responsibility.

Cllr Billings said: “I am delighted to be appointed to the Cabinet at Torbay Council and I look forward to working with my other Cabinet colleagues to help shape the future of the Bay.”

Leader of the Council, Cllr David Thomas said: “We are pleased to welcome Cllr Billings to the Cabinet who will now join us in our work to put residents at the heart of everything we do and deliver for Torbay.”

The rest of the Cabinet is now made up of the following:

  • Leader of the Council, Cllr David Thomas – oversight of all areas, Strategy and Place Leader, Regional Policy and external relations.

  • Deputy Leader of the Council, Cllr Chris Lewis – Cabinet Member for Place Development and Economic Growth – responsibilities include TDA services, Economic Growth, Development Management, Strategic Planning, Building Control, Tourism, Harbours, Beaches and Climate Emergency.

  • Councillor Alan Tyerman, Cabinet Member for Housing, Finance and Corporate Services – covers Housing, Finance, Procurement, Debt Recovery, Council Tax and Business Rates, Legal, IT, Business Improvement and Change, Libraries, Coroner, Emergency Planning, Health and Safety, Policy, Performance and Community Engagement, Governance and HR.

  • Councillor Hayley Tranter, Cabinet Member for Adult and Community Services, Public Health and Inequalities – with responsibility for Adult Social Care delivery, Adult Social Care Inspection regime, Market Management, Customer Services, Housing Standards, Anti-Social Behaviour and Vulnerability, Housing Options, Public Health Improvement, Health Protection, Equalities (Directorate crossing)

  • Councillor Nick Bye, Cabinet Member for Children’s Services – covers Children’s Social Care, Education and Youth Justice.
