We have confirmed the appointment of a preferred developer for the Paignton and Preston Promenade scheme. Knights Brown will carry out the construction of the coastal flood defences and public space improvements.

Following consultation with the local community and the developer, construction of the scheme is on track to commence in September of this year. Construction timing will allow a clear summer season in 2025 before the main development starts.

Development of the scheme at Paignton will be carried out in three separate phases from 22 September 2025 to 10 May 2027.

Development at Preston will be carried out in a single phase from 30 September 2025 to 4 December 2026.

At Preston Sands, development includes the area where beach huts are sited. Preston Sands beach hut users have been advised that huts will need to be removed at least one week before 30 September 2025. Following removal, no beach huts will be available for the 2026 season.

We understand that this will be disappointing to beach hut users and have not made the decision lightly. We appreciate beach hut users’ understanding as we make the essential improvements to the seafront.

 

Once completed, the coastal flood defences and improved public spaces will protect local properties and businesses and will attract more people to the area. The scheme will deliver long term benefits for all to enjoy, securing the future of Paignton and Preston.

We are aware that construction of a scheme of this size will take time and is likely to include some disruption. Our intention is to minimise the impact on local tourism, businesses and people who regularly use the seafront areas. This will be achieved by keeping sections of the seafronts accessible as development progresses.

We also want to safeguard events that take place on Paignton and Preston Greens. Whilst there may be some impact during construction, plans will be made to ensure that businesses can continue to trade, and events, including our own planned activities, can still go ahead.

 

Cllr Chris Lewis, Deputy Leader and Cabinet Member for Place Development and Economic Growth at Torbay Council, said; “The flood defences and public realm improvements are a once in a generation opportunity to protect the communities of Paignton and Preston.

“Schemes of this size will of course involve a level of disruption. Our team are working hard to ensure that the seafronts remain open for business and people can still visit and enjoy the beaches, promenades and green spaces.

“Development of the coastal defences and public realm improvements are part of our commitment to celebrate and protect the places that make Torbay special. The defences are one of a number of large regeneration projects around the Bay that will combine to breathe new life into Torbay and secure its place as a world-class destination.”
