To receive apologies for absence, including notifications of any changes to the membership of the Board.

An apology for absence was received from Councillor Darling (S) and it was reported that, in accordance with the wishes of the Conservative Group, the membership of the Board had been amended to include Councillor Lewis (B) in place of Councillor Sykes.

To agree the report from the Review of the Priorities and Resources 2019/2020 including the Board’s recommendations to the Elected Mayor on his proposed Revenue Budget for 2019/2020.

The Board considered the draft report which had been prepared following the meetings of the Priorities and Resources Review Panel held during November and December 2018.  The Review Panel had considered the Elected Mayor’s budget proposals for 2019/2020 and the report set out the Panel’s views, conclusions and recommendations.

Resolved:  that the report to the Elected Mayor on the Revenue Budget 2019/2020 be adopted including the following recommendations:

(i)            that the proposed budget saving in relation to highways be reinstated;

(ii)          that a timescale be developed, for consideration by the Overview and Scrutiny Board in March 2019, for enabling community and voluntary groups to assist in maintaining Torbay’s green spaces;

(iii)         that the proposals in relation to playgrounds, natural environment and illuminations should not be implemented until the alternative arrangements have been agreed and reported to the Overview and Scrutiny Board; and

(iv)         that the proposed budget saving in relation to the Torbay Coast and Countryside Trust be reinstated.
