That the following elected Members be appointed to the Health and Wellbeing Board:

·         Elected Mayor Oliver;

·         Executive Lead for Adults and Children – Councillor Parrott;

·         Executive Lead for Health and Wellbeing – Councillor Stockman;

·         Conservatives – Councillors Barnby and Stubley; and

·         Liberal Democrat – Councillor Mandy Darling.

(i)         that the revised Housing Standards – Civil Penalty Policy attached to this Record of Decision be approved; and

(ii)        that the Executive Head of Community Safety be given delegated authority to make minor and technical changes to the Housing Standards – Civil Penalty Policy.

That approval is granted from Torbay Council to award a new contract to Healthmatic Ltd to deliver and manage Torbay Public Toilets from 1 May 2018.

(i)         that Councillor Sykes be appointed as the Torbay Council representative on the Police and Crime Commissioner’s Councillor Advocate Scheme; and

(ii)        that Councillor Tolchard be appointed as the Overview and Scrutiny Board representative on the Parkfield User Group.

That the Executive Head of Assets and Business Services, in consultation with the Chief Executive of the TDA, be authorised to dispose of the freehold interest of the land area 363.4 sq m (0.089 acres), gross internal area 428 sq m (4,607 sq ft) known as Tor Hill Day Centre, Tor Hill Road, Torquay, TQ2 5RF as outlined in red on Map EM2961 attached to this Record of Decision.
