Decision Maker: Divisional Director Business Services
Decision status: Recommendations Approved
Is Key decision?: No
Is subject to call in?: No
Decision:
That approval is granted from Torbay Council to award a new contract to Healthmatic Ltd to deliver and manage Torbay Public Toilets from 1 May 2018.
Reasons for the decision:
To find a long term solution to improve services and reduce costs for the provision of public toilets across Torbay.
Alternative options considered:
For the previous two years a comprehensive review of public toilets within Torbay has been undertaken. As part of the Transformation Programme, this review culminated in a procurement exercise beginning in January 2017 which sought a commercial partner to deliver the public toilet services. The competitive tender resulted in a preferred bidder being identified along with an investment programme to modernise the facilities.
Implementation:
This decision will come into force immediately.
Information:
In December 2017, Council approved the proposal to enter into a Service delivery contract with Healthmatic Ltd. The Executive Head of Assets and Business Services was given delegated authority in consultation with the Elected Mayor, to enter into a 15 year contract (with an option to extend for a further 5 years) commencing in May 2018.
Interests and Nature of Interests Declared:
None.
