Decision:
(i) that Councillor Sykes be appointed as the Torbay Council representative on the Police and Crime Commissioner’s Councillor Advocate Scheme; and
(ii) that Councillor Tolchard be appointed as the Overview and Scrutiny Board representative on the Parkfield User Group.

To enable the Council to make formal appointments to these groups.

Information:
The Council has been contacted by the Police and Crime Commissioner’s Office to consider appointing a representative to join the Police and Crime Commissioner’s Councillor Advocate Scheme. The aim of the Commissioner’s new scheme is to simply improve the cascade of information and communication between the Police, the Commissioner’s Office and Councillors throughout Devon, Cornwall and the Isles of Scilly. The scheme has been developed in direct response to requests from councillors at all levels to assist them in forming a better understanding of issues and the work of the police. The scheme itself was a suggestion by the Vice-Chairman of the Police and Crime Panel.
The scheme also forms part of Devon and Cornwall Police’s new Connectivity Framework which the Chief Constable has produced in response to the commissioner’s priority to better connect policing and communities.
At the Council meeting held on 19 April 2018 (Minute 199/4/18 refers) the Council approved the creation of a new Parkfield User Group comprising representatives of young people, the Youth Trust, the Medical Tuition Service, Eat That Frog, Paignton Town Community Partnership, Torbay Community Development Trust, Torbay Community Partnerships and the Overview and Scrutiny Board.
In accordance with the Constitution the above appointments fall to the Chief Executive to determine in consultation with the Elected Mayor and Group Leaders.
