In February each year, our Licensing Team issue their annual invoices for Pavement Café Permits, with businesses required to pay their invoice by 1 April on order to keep their licence live.

In order to support the local business community through the current COVID-19 (Coronavirus) crisis, we will not be pursuing any outstanding debt until at least May. Once a decision has been made to seek outstanding payments, permit holders will be notified and offered payment plans spread over three months.

Cllr Christine Carter, Cabinet Member for Corporate and Community Services, Torbay Council, said “The decision not to pursue any outstanding debt at this current time, is just one of a number of initiatives available to the local business community to assist them during this time. The May date will be reviewed again in due course, and will continue to be reviewed throughout the coronavirus crisis. Businesses that require further licensing advice are advised to contact licensing.

Businesses that have recently transferred to new owners, are required to make an application so they can use their Pavement Café area as soon as the opportunity arises. Applications can currently be made without the payment of a fee, and will be invoiced and offered payment plans once the coronavirus crisis is coming to an end.
