Interim plan and government feedback

Interim Plan

Our interim plan was submitted to the Government on 21 March 2025. It was developed taking account of discussions with:

  • the Leaders of all the other authorities in Devon
  • members of the Cabinet and Shadow Cabinet of Torbay Council
  • all other members of the Council
  • our strategic partners within our Place Leadership Board
  • our Members of Parliament, and
  • with interested members of our community who attended a public engagement event

Government Feedback

In their feedback, the Government made it clear that the submission of interim plans was not a decision-making point and that their feedback did not seek to approve or reject any option being considered.   

The Government’s central message was to build on our initial work and ensure that our final proposal addresses the criteria set down by the Government and are supported by data and evidence. The guidance criteria is available in the letter to the Leaders of Devon, Plymouth and Torbay.

We would value your views to help shape our proposal. Our public engagement on local government reorganisation runs until midnight on Sunday 10 August 2025. A questionnaire is available – the information on the following pages will help you understand the Government’s criteria and the options we are considering.
