Local Transport Board

Description

The Local Transport Board (LTB) is independent from the Local Enterprise Partnership (LEP).  Its role however includes developing, prioritising and managing an agreed programme of transport schemes on behalf of the LEP. This includes, but is not restricted to, LEP funded programmes such as the Growth Deal.

 

The LTB’s roles will be:

 

·       Setting the objectives and criteria that will be used as the basis for scheme prioritisation and assessment;

·       Working with the LEP to integrate transport priorities into wider programmes;

·       Identifying a prioritised programme of investments including a pipeline of future schemes to enable prudent management;

·       Responsibility for ensuring value for money is achieved;

·       Making decisions on individual scheme approval, investment decision making and release of funding, including scrutiny of individual scheme business cases as set out in the LEP’s Scheme of Delegation and Change Management Policy;

·       Monitoring progress of scheme delivery and spend and feeding this into the LEP’s overall monitoring programme through the Programme Management Office;

·       Actively managing the budget and programme to respond to changing circumstances.
