Planning Contributions and Affordable Housing Supplementary Planning Document

Refresh of the Council's Supplementary Planning Document (SPD) on developer contributions.  It includes guidance on implementing the Adopted Torbay Local Plan, and sets out more detailed advice on matters such as affordable housing and other S106 (or S278 Highways) Agreements.

 

It will sit alongside the Council's Community Infrastructure Levy Charging schedule, when adopted.

 

Council approval is sought on the scope and content and priorities set out in the draft SPD prior to public consultation.

Consultation process

Supplementary Planning Documents (SPD) must undergo consultation as set out in the Town and Country Planning (Local Planning) Regulations 2012.

 

These require at least one public consultation for a minimum of four weeks. Following consultation the SPD will need to be agreed by the Council.

Consultees

Any person may make representations on SPDs.  The Planning Contributions and Affordable Housing SPD is expected to be of most interest to the development industry.  However, Community Partnerships and Neighbourhood Forums will also be important consultees since the SPD will set S106 priorities.

 

A range of different parts of the Council and Torbay Development Agency will be involved in the preparation of the SPD.
