Update to the Community Safety Enforcement and Prosecution Policy

A new Compliance Code came into effect on 6 April 2014 which all regulators including the councils community safety team must have regard to. This change requires minor amendments to be made to the Community Safety Teams Enforcement and Prosecution Policy.
